Discours de Carwin Jones Premier Ministre du Pays de Galles

Le Premier ministre du Pays de Galles Carwyn Jones était l’invité de la dernière session du Conseil régional de Bretagne, les 23 et 24 juin derniers.

Thank you M. President. I would also like to say thank you to the Regional Council for this opportunity to address you for which I am greatly honoured.

Wales and Brittany have much in common, we share close links that can be traced back to our Celtic roots and our Celtic inheritance and traditions. We share a common Celtic language
and we also share a similar character and personality ; Pride, Passion, Honesty and Integrity are all hallmarks of our people.

So too is a willingness and ability to work with others on a bilateral and multilateral basis, the Memorandum of Understanding signed between our two regions in 2004 is a demonstration of both the willingness to work together, and of the friendship between Wales and Brittany.

Throughout Brittany and Wales there are towns and local authorities with twinning arrangements. While my Government cannot claim credit for this as these relationships are very much based at the individual
local authority level I am pleased to see the friendship and cooperation that exists.

Earlier this year the people of Wales voted to grant law making powers to the National Assembly for Wales ; the referendum result was a vote of confidence and it was about Wales taking greater responsibility.

It was about developing a sense of Wales in the world. Being pro-active in a globalised world and being ready to take the decisions to allow Wales to compete globally. As First Minister of Wales I am proud to be leading this proactive, confident nation

Regional Governments will also have a crucial role to play in shaping policy and decisions on world issues in the future. European regions are already learning from each other’s experiences and are benefitting from their solidarity and alignment of interests ; Wales and Brittany have already successfully worked together on raising the profile of regional governments and have co-operated in areas such as culture, health, and sustainable development to strengthen the ties between our two nations

By working together we shape and influence policy on an international stage and further promote the role of regional governments. Wales and Brittany are both longstanding members of The Conference
of Peripheral Maritime Regions (CPMR) of which your own M. Le Drian is, of course, the current President. With our work on Cohesion Policy and Common Agricultural Policy reform CPMR is an example of how regional cooperation can have real benefits.

Minority language policy is another area where we have worked well together. We are proud in Wales about the way in which we managed to stem the decline in the language and the way in which the growth of the language can now be seen through our young people.

We were both founding members of the Network of Regional Governments for Sustainable
Development and the first World Summit of Regions, held here in Brittany in 2008, was a big
step forward for regional governments in terms of the higher profile we achieved and the raised level of aspiration amongst our fellow members

My Government will continue to work to tackle climate change and will continue to look to work with our partners, and friends, the Bretons to continue to raise the profile of the work of regional governments in addressing the issue of climate change ; I am sure that this continued co-operation will only lead to future success.

I also understand that our officials are exploring the possibility of a joint bid to EuropeAid for a proposal
to increase the amount of community level engagement with sub Saharan Africa

In Wales we already have considerable success in encouraging the people of Wales to play an active part in international development

We have one hundred and sixty six community projects that are led by local groups that are seeking to improve the lives of some of the poorest people in Africa through linking communities.

It is early days but I look forward to seeing the outcome of the work being done to explore whether we can successfully bid together for a project which
will build on the strong links between Wales and Brittany as the foundation for joint work in Africa.

I am pleased to be here today to reaffirm the ties that link our two nations.
